Valve is yet to make any official announcements, but the listing uncovered on the official European Registration Office website - filed on September 29 - would suggest that the developer could be preparing to finally break its silence on the much-rumoured sequel.

Half-Life 3 is the hugely anticipated third installment of Valve's epic
Half-Life series. What's presumed to be the conclusion of silent
protagonist Gordon Freeman and Alyx Vance's epic adventure, Half-Life 3 -
while not quite considered vapourware yet - has garnered a reputation
as one of the most under the radar of all games in development. Often
rumoured but never seen, Half-Life 3 has never had a release date, so
can't be considered to be delayed, but the consistent non-appearance of
one of the most eagerly awaited games of all time has drawn considerable
speculation and fan protest. Recent hopes have been raised by next-gen
source 2 references appearing in game code, but whether this means the
advent of Half-Life 3, well, who knows? We can but hope. We await the
third installment of Gordon Freeman's adventures with as much
anticipation as ever, but as of August 2012, no solid official info
exists on the title and Valve aren't for rushing.
